an easy dreamy effect
1.First choose your image. I'm going to use this picture of Avril Lavigne:
2. Duplicate the layer. (Right click on the layers pallet and click duplicate layer)
3. Put the top layer on overlay (or softlight) like so:
4. With the top layer selected, use a gaussian blur. (filter-blur-gaussian blur)
5. A screen that looks similar to this should come up:

Different pictures turn out better than others. Mess around with the gaussian blur, sometimes a bigger radius is better.
